Job Description:
We are looking for a Research and Evaluation Manager to play a critical role in the planning and delivery of our monitoring and evaluation within our Future Transport Zone (FTZ) programme. An exciting position is available to join a high performing, innovative team working on a ground-breaking programme that will influence future national transport policy.

The Solent FTZ is a £28.75m programme awarded by the Department for Transport (DfT), which includes a range of innovative test and trial projects to be delivered across the Solent area. The projects within the programme are grouped into two key themes, focused around theme 1 – personal mobility (Mobility as a Service, Growing Solent Go, Bike Share, Dynamic Demand Responsive Transit (DDRT) trials, Lift sharing incentive project, Mobility Credits trial and E-Scooter trial projects) and theme 2 – Sustainable Urban Logistics (Micro Consolidation, Macro Consolidation and Drone Logistics projects). All projects are required to be delivered by June 2024.

Solent Transport is a partnership between the local transport authorities, Hampshire County Council, Portsmouth City Council, Southampton City Council and Isle of Wight Council, working together to make sure everyone benefits from transport planning and solutions in the Solent area. It works strategically with businesses, key stakeholders and other agencies to deliver improved transport infrastructure, networks and systems crucial to keeping the region moving and supporting sustainable economic growth.

The Solent is one of only 4 regions across the country awarded the FTZ Programme by the DfT and represents an excellent opportunity to shape the transport future for the region and through shared lessons learnt to influence future transport policy for the UK.

The role we are looking to recruit is the Future Transport Zone Research and Evaluation Manager.

About this role:
We are looking for an innovative high motivated, proactive and organised individual to take on the role of FTZ Research and Evaluation Manager within the Solent Transport team. You will work in partnership our FTZ key partners (University of Southampton) to plan and manage the delivery of the FTZ programme level monitoring and evaluation (M&E) and with the FTZ Project Managers to deliver the M&E requirements at a project level.

You will be experienced in delivering complex M&E programmes, projects and/or studies and have experience of managing consultants and/or partners in the delivery of M&E programmes / projects for high cost/high profile public sector schemes, ideally in the transport sector. It is also desirable to have a knowledge of the transport industry (bus, rail, cycle, active travel and freight).

It is essential for you to be flexible, be able to work under pressure and to be able to work collaboratively with partners and suppliers.
