Reference: 27074
Type: Permanent
Position: Principal Public Transport Officer
Location: Northamptonshire, England
Industry: Transport and Rail
Salary: £41050.00 - £45021.00 per annum + Pension

On 1st April 2021, two new Unitary Authorities were created in Northamptonshire:
•    West Northamptonshire Council is a new Unitary Authority covering the areas of Northampton, Towcester, Brackley and Daventry.
•    North Northamptonshire Council is a new Unitary covering Wellingborough, Kettering, Corby, Thrapston and Rushden.
Currently the Highways and Transport service for both new authorities is hosted by West Northamptonshire Council and is due to be disaggregated into two teams, one for each council, in September.

The Highways and Transport team look after a diverse range of activities with the common objective of keeping people moving around our county. We manage a contractor who repairs our roads, we ensure new development within the area with appropriate accompanying infrastructure and ensure that any new roads and highway improvements are designed and built to the Council’s standards, we consider public transport requirements and connectivity, we help transport children to school and, to help deliver the Council’s sustainability agenda we encourage and enable our residents to travel ‘actively’ by walking, cycling or using e-scooters.

Sustainability is a key focus for both West and North Northamptonshire Councils and both authorities have made a pledge to reduce carbon emissions. Consequently, we are creating new posts to help within our sustainable transport teams and this will include:
•    One Principal Public Transport Officer for West Northamptonshire; and
•    One Principal Public Transport Officer for North Northamptonshire.
We are looking for talented individuals to lead the public transport teams for the two councils. You will be responsible for helping to deliver improved bus services through leading implementation of the Council's Enhanced Partnership with local bus operators. Your will manage the Council's newly reinstated budget for supported bus services, together with substantial developer contributions, together with our other public transport responsibilities such as for concessionary travel.

Educated to degree level or equivalent, you will have an in depth knowledge of the bus industry from a local government context, being familiar with the legal duties and requirements placed on councils and have excellent written and verbal communication skills. Budget management skills and knowledge of the rail industry are also desirable.

Given the unusual situation where we are recruiting to posts in two Councils, it would be helpful if you would note in your application, if your application is for North Northamptonshire Council, West Northamptonshire Council, or if you are interested in both posts.

We anticipate holding interviews for these posts on 8 July 2022
