Our Public Transport team is looking for two Project Officers to lead on the City Council’s Bus Service Improvement Plan which is our response to the government’s National Bus Strategy (‘The Strategy’).

The Strategy, published March 2021, set out a number of requirements for Local Transport Authorities in order to improve bus services and help them recover from the Covid-19 pandemic. This included the forming of an Enhanced Partnership and preparing a Bus Service Improvement Plan (BSIP). Brighton & Hove was named in the strategy document as a beacon authority in terms of its successful Quality Bus Partnership which has contributed to the highest growth of bus trips per head amongst English local authorities outside of London.

Brighton & Hove City Council was awarded funding of £28m over three years to carry out a capital programme of bus infrastructure improvements, and revenue measures to; reduce and simply bus fares, enhance the city’s socially necessary bus network, and a number of other measures such as a promotional marketing campaign. As key members of the public transport team one of the posts would be primarily responsible for managing the implementation of the BSIP revenue programme, and the other post will be primarily responsible for facilitating the Enhanced Partnership and maintaining excellent relations with stakeholders throughout, including being the main contact with the Department of Transport, ensuring all reporting and financial requirements are met.

The posts make an important contribution to the work of our busy Transport Department so an ability to work within a team environment is essential as is experience of budget and contract management.

Good communication skills, both speaking and in writing, and experience of stakeholder engagement at senior levels are essential qualities. Marketing and promotional experience is desirable.

These posts are career grade posts combining two pay grades.  In order for candidates to progress to and beyond £33,486 (at current rates) they will have to demonstrate; a recognised Project Management qualification including the application of project management tools and techniques, possess a relevant contract management qualification such as NEC Engineering and Construction Contract or other relevant training, or demonstrate extensive on the job training and experience of contract management and thirdly experience of writing and presenting reports to public facing, decision making or scrutiny committees.
