Are you an experienced public transport planner seeking to join a team going through an exciting period of change?

Transport for Greater Manchester oversees transport in Greater Manchester, delivering and improving transport services, facilities and information to make travel easier for everyone. This is a busy and exciting time for Transport for Greater Manchester. Under the devolution agreements and with the Mayor placing Greater Manchester at the heart of the Northern Powerhouse, transport will play a vital role in supporting post-Covid recovery, sustainable economic growth and access to opportunities in the UK’s largest regional economy outside of London.

Working closely with other members of the Bus Services Team at Transport for Greater Manchester, you will be responsible for planning and procuring subsidised local bus, school and demand responsive services across the Greater Manchester network. Reporting to the Bus Planning Manager, in addition to the technical aspects of the role you will have management responsibility for members of staff within the Bus Services Team and have the necessary experience to provide guidance, support and motivation during a period of change. You will also contribute to the management and leadership of the Bus Services Team and the wider organisation.

As an operational team, we work in a fast-moving and demanding environment in which it is often necessary to respond to rapidly changing circumstances. A flexible and positive approach and the ability to work under pressure and meet challenging deadlines are essential, along with the skills to work collaboratively and motivate, encourage, and develop others within the team. Effective communication is key to everything that we do, and strong report-writing and verbal skills are essential alongside the ability to explain complex technical matters to political, professional and public audiences.

Our work is underpinned by an evidence-based approach and the ability to analyse costs and demand data is key to the role whilst demonstrating ambition and creativity in the development and delivery of cost-effective solutions which align with wider strategic objectives. Where required, training will be provided on procedures associated with contract administration, contract monitoring and the data sources which inform TfGM’s bus network planning activities.

These are exciting times for the team as we look to build on the Mayor’s decision to franchise Greater Manchester’s buses as part of our vision for an integrated Transport system – the Bee Network. This provides the opportunity to develop TfGM’s existing investment in the bus network including new interchanges, bus priority measures and the Leigh Guided Busway to provide an integrated passenger offer which will support Greater Manchester’s ambitious plan to deliver the transport and economic infrastructure the County needs. This programme of reform aligns with the recently published National Bus Strategy, which requires TfGM to develop a Bus Services Improvement Plan on behalf of GMCA, which aims to support the bus network to recover and realise its full potential in order to play its full part in rebalancing the national economy, delivering inclusive growth and achieving carbon neutrality.

This is a 2 year fixed term contract opportunity.
