The Department for Transport are seeking an expert in traffic management systems (Intelligent Transport Systems) and traffic data to join their small but busy Smarter Traffic Management Team. You will provide the ITS technical and policy lead function within the Department.

We are on the brink of a revolution for the future of transport, with ground-breaking technologies and new data opportunities creating significant opportunities for cleaner, cheaper, safer and more reliable roads-based journeys. The Traffic & Technology Division is at the heart of this transport revolution – promoting innovation in engineering and piloting new technologies to better manage the road network.

The team supports the development of digitally connected vehicles, infrastructure and sensors to provide a variety of data enabled services and applications that improve traffic management and contributes to the “Future of Transport” agenda. The team’s role continues to grow as connected devices, vehicles and infrastructure become increasingly commonplace and data related services proliferate.

The post involves significant stakeholder engagement with local authorities and the software and systems engineering support sector to develop a “community” with shared experience and a shared vision of the future. This means we are looking for someone who is technically sound and also has good communication skills.

The post-holder will also be responsible for developing significant innovation projects from inception to deployment, including evaluation and monitoring.
Responsibilities

The role responsibilities include:

1) Provide expert ITS advice to Ministers, policy teams and stakeholders on traffic innovation and matters relating to the Future of Transport agenda
2) Manage and develop the Transport Technology Forum (TTF). The TTF is a key stakeholder forum for promoting roads-based innovation. The TTF has responsibility for a research programme and promotes its own conference, forums and specialist technical groups
3) Contribute towards the development and delivery of a national connected vehicle strategy and provide technical leadership for the roll-out of these technologies
4) Develop a business case for traffic signal maintenance, optimisation and innovation and the potential delivery of a significant investment programme
5) Promote a standards framework for procuring and delivering ITS services and data
6) Project manage and/or provide technical oversight of a wide-range of ITS and traffic data-related research projects and deployment.

About you

To be successful in this role you must hold a minimum of HNC in Civil Engineering, or other Science and Engineering equivalent and relevant qualification.

We are looking for someone who has exceptional communication skills and can express themselves in a confident and professional manner with both internal and external stakeholders.

You can build rapport quickly with both internal and external stakeholders which enables you to build solid working relationships, and your relationship building skills will enable you to influence and challenge at all levels including senior stakeholders from both public and private sector.

We require someone who has significant experience of designing, implementing and operating complex traffic management systems. You will be able to provide effective technical leadership to the design and deployment of connected and digital road transport infrastructure to enable strategy development and engagement with the industry.

You will have excellent analytical and problem-solving skills, and the ability to quickly develop recommendations based on quantitative and qualitative evidence. You will be confident in working with data, from gathering and analysis, through to design and presentation.
