The Government of Jersey is committed to increasing active travel in order to reduce carbon emissions and improve the public places used by the community.

The Active Travel and Placemaking Principal Engineer leads a multidisciplinary team of Engineers, Landscape Architects and Transport Planners in the Transport Projects team, working collaboratively with the wider department, island authorities, business, and the community to develop schemes that overcome barriers to active travel.

The role requires the ability to lead and drive forward complex projects which have local political profiles and strong community interest. An ability to understand the technical and analytical aspects of transport and engineering is essential as well as a strong appreciation of the way landscape design can improve the experience of those using public spaces.

Candidates should have a relevant chartered professional standing and experience in working beyond the engineering aspects of projects. Proven ability and experience in creating programmes and project pathways to deliver schemes from definition, concept consensus within the community, detailed design briefing and construction is essential.

The post holder works closely with the Transport Director to ensure that all stakeholders including politicians, organisations and communities feel a sense of engagement.

Exceptional skills in communication with the team and at all levels of organisational, political and stakeholder level is essential and creating programme briefs for graphical communication specialists is integral to the role.

Responsibilities also include leading the design of community engagement workshops, online engagement processes, website content design and updates and focus groups to understand transport behaviour.

All programmes require clear forward planning of project budgets and timelines with regular management reporting, so fluency in budgeting and programme reporting is important. A background from transport, engineering or landscape architecture is the likely career basis to which candidates will have subsequently added multidisciplinary project management to their skillset.
