An exciting opportunity has arisen to join our dynamic Major Projects and Infrastructure Team at Hull City Council at a senior strategic level.
We are seeking candidates with a civil engineering background who can analyse survey condition data to produce maintenance programmes that will continue to keep Hull’s carriageways and footways in a good condition. Once programmes have been developed detailed construction briefs will then be prepared to pass onto the design and procurement team.
The Highways Asset Manager will oversee the delivery of the carriageway and footway programme that ensures the efficient maintenance of the highway network in Hull with an annual budget of approximately £5m. The roll will involve managing other Local Authority reactive and capital maintenance budgets to maintain further council assets such as parks and open spaces and internal housing bound surface areas, as well as delivering investment projects in local neighbourhoods.
The roll will also involve the management of the highways inspection team who are responsible for undertaking the safety inspections of the network so ensuring that Hull’s roads and footpaths are free of potholes and other defects making these assets safe and fit for purpose and mitigating future claims against the Local Authority.
The successful candidate will work closely with the Design & Commissioning manager, Head of Highways, Strategic Transport & Design, the Assistant Director of major Projects and Infrastructure and other professional staff across the Council to deliver a coherent and affordable rolling highway capital programme that will facilitate asset improvement and support associated city-wide regeneration plans. They will also engage with a range of stakeholders, including residents, businesses and Portfolio Holders, and have to complete various asset and condition data collections issued by The Department of Transport to evidence the works the Local Authority are undertaking.
