Manchester City Council

Manchester is one of the UK’s leading cities, at the heart of the Northern Powerhouse and with a global footprint.  We are the powerhouse of growth in Greater Manchester, the biggest contributor to GVA, with wide ranging policies and projects that drive innovation, support business and shape new communities.

Our ambitions are for a world class Manchester, fit for future generations, with inclusive economic growth, zero carbon, clean and safe transport and infrastructure and spatial developments that support sustainable communities and economy.  We develop cutting edge policies that work. That’s where this role comes in.

The Strategic Lead for Sustainable Travel is a senior leader in the Infrastructure and Environment Team, reporting to the Head of I&E. The team are responsible for connecting and overseeing policy across transport, infrastructure, environment and the built environment.  The post holder will lead on sustainable travel policy, ensuring the strategic alignment of the delivery of sustainable travel schemes, with a deep understanding of the synergies across these agendas; will coordinate the Council’s action plan to deliver the Manchester Local Area Energy Plan (LAEP); will lead long term planning and policy on critical energy infrastructure; and will be responsible for refreshing the Manchester Local Implementation Plan (LIP).  Early priorities will include the management and co-ordination of input into developing and delivering on our Air Quality, Net-zero carbon, sustainable transport and Manchester LAEP objectives.

With both the scale and platform to succeed, you’ll ensure policies deliver real change. We’re looking for deep, relevant policy development experience, knowledge and the insights to credibly lead these agendas.  Whilst you might be a specialist in one of the key policy areas, you’ll also have worked across diverse professional disciplines with a good working knowledge across the brief. You’ll ideally bring specific depth around transport and its link to clean air, the environment and economic growth to move relevant agendas forward.

You’ll understand the rhythms of local government and its leaders, will be passionate about change and will bring people with you. An excellent communicator, who can engage peers and communities in equal measure, simplifying complexity whilst using thought-provoking research to shape solutions. You’ll have worked with or close to senior local politicians, bringing highly developed political antennae.  With deep experience of positively collaborating with diverse partners, stakeholders and policy makers, you’ll be hands-on, resilient and driven with excellent judgement and significant influence.  You’ll be trusted on how you use your skills to focus on the future.

As a global city, we set the bar high.  If you’re excited at the chance to join one of the most forward-thinking cities in the UK, bringing new ideas and a fresh approach, with a relentless focus on a better future, we want to hear from you.
