The city of Hull is undergoing a transformation with substantial public and private sector investment in housing, capital infrastructure supporting leisure, culture and the environment and leading the way on renewable energy and flood resilience. There is still much more that needs to be done to deliver on the city’s ambitions for carbon neutral, sustainable economic growth. Following a successful year as UK City of Culture, Hull City Council is continuing its multi-million pound investment in the City’s infrastructure. An increased highway capital programme and large areas of development land coming forward means that we have a number of exciting opportunities available within the Highways team and you will play a key role in ensuring the infrastructure needed to deliver our aspirations for clean economic growth and sustainable travel is delivered and available. You will be part of an award-winning Major Projects and Infrastructure team that is transforming the city with its proactive approach and partnership working. Based at offices in the city centre, the Council has flexible working arrangements and is moving towards more smart and agile ways of working.

This is a lead role in the assessment of transport infrastructure proposals and other highway impacts of planning applications, ensuring compliance with the relevant policies and technical standards. The primary duty of the postholder will be to provide a service to the public and businesses by dealing with all aspects of the process for a variety of highway planning and traffic implications for both domestic and businesses.The ability to encourage and promote high quality development to deliver an attractive environment in which to work, live, learn and visit is essential. The position also requires the ability to negotiate appropriate agreements on behalf of the Council in relation to new roads and access and the mitigation of development impacts to ensure a high quality highway network. Working as part of a committed team you will:

- Provide advice on individual planning applications
- Attend and provide advice to Planning Committee
- Assess the impacts of planning proposals on existing transport infrastructure
- Negotiate and manage agreements under sections 38 and 278 of the Highways Act 1980
- Have experience of dealing with the full range of planning and related applications together with a degree or equivalent in a civil engineering or a related subject
