The opportunity has arisen for an experienced and highly motivated person to play a key role in providing the long-term strategic direction for transport within Flintshire.

As a Transport Strategy Officer, you will have experience in strategic transport planning and will help develop and deliver the Council’s Integrated Transport Strategy and Active Travel duty with a focus on the Decarbonisation agenda. You will have strong critical thinking skills and the ability to analyse complex problems and develop strategic solutions, as well as being able to develop and produce business cases for purposes of obtaining grant funding.

You will be part of the Transport Strategy team and, as well as having transport planning experience, you will also have excellent project management skills to help deliver a variety of active and sustainable travel and traffic engineering schemes mostly in a highways environment. The post holder will also be required to identify potential income streams to maximise investment in the Council’s transport infrastructure as well as assisting with the progress of the Capital and Grant-funded Programme. Engineering design and site supervision experience will help too.

You will have experience of liaising with various levels of Government, national bodies, developers, local Elected Members and Town and Community Councils. You will also have knowledge of national policies and professional best practice, public sector funding sources, finance procedures and budget management.

Additionally, you must be able to demonstrate good organisational skills allied with well-developed, enthusiastic, interpersonal skills to undertake the role with a strong emphasis on team working, as well as an ability to work using your own initiative.

To apply, you should hold a relevant degree, a recognised qualification in project management, experience in the application of design standards for engineering works and have a high level of understanding of relevant transport policy and legislation.
