The Role
Working on the Essex Highways Integrated Services contract in partnership with Essex County Council. The key purpose of the role is to ensure design and construction of developer’s highway infrastructure works (both new highway construction and improvements to the existing highway network) are acceptable to the Highway Authority for adoption as public highway, maintainable at the public expense.

The role requires the ability to manage the implementation of highway works (developer funded) associated with approved planning consents to ensure they are designed and implemented in accordance with planning obligations and the policies of the County Council.

With extensive knowledge and application of Highway legislation, including Construction (Design and Management) Regulations and experience of a wide range of relevant engineering techniques and procedures. The successful candidate will be required to liaise as required directly with internal and external stakeholders, strategic partners and other providers through detailed design to end of Maintenance Period.

Accountabilities
· Contributes to the development of policies, plans, procedures and practices to deliver economic and wider community goals, identifying and introducing new practices and procedures to deliver efficiencies and respond to technological advances.

· Contributes to the delivery of the programme of works ensuring it is within budget, programme and specified quality.

· Responsible for budgetary control of specific programmes of work, to ensure value for money.

· Assist the Highway Authority with consultations with the Local Planning Authority for proposed developments.

· Agree detailed designs and ensure planning permission conditions/obligations are met.

· Attend/Chair Meetings and answer site queries/design queries in a timely manner.

· Undertake extensive stakeholder liaison (both internal and external).

· Ensure statutory processes are followed as required if necessary

· Instruct legal agreements to allow developers infrastructure works to be adopted as public highway

· Provide timely and accurate advice to County Councillors, District Members, Parish Councils and the general public on all highway-related matters as required.

· Manage and provide technical direction for team members dealing with all aspects of the highway service.

· Specific individual and shared targets and objectives are defined annually within the performance management framework.

Skills and Knowledge
· Educated to degree level or equivalent in related subject or equivalent proven experience in the field of highways and/or transportation.

· Evidence of continuing professional development and expert knowledge in relevant professional area, membership of a professional institution such as CIHT is desirable.

· Detailed knowledge of Highway Legislation, relevant design procedures, standards and good practice and a wide range of relevant engineering or service techniques and procedures.

· Demonstrable knowledge of national guidance, legislation and regulations relating to design and implementation of highway schemes. In particular, expertise in the Highway Act 1980 and CDM 2015 is required

· Detailed knowledge and experience in the application of all relevant Health and Safety legislation.

· Ability to build strong networks and partnerships which are collaborative and influential in their nature and engender joint delivery.

· Able to demonstrate good project management experience and conversant with project management tools and Microsoft applications.
