We are looking to appoint a Transport Data Manager to join our successful and innovative Transport Planning team where you will play a key role in shaping the future development of Warwickshire’s transport infrastructure which is vital to supporting sustainable economic growth and prosperity. The Transport Planning team identifies, develops and delivers transport schemes to meet the objectives of the County Council’s Local Transport Plan. The Modelling and Monitoring team plays a key role in supporting the Council’s enviable record of securing funding and delivering major transport improvements across all modes of travel. Data collection and analysis to support all aspects of transport planning is highly valued by the Council, recently demonstrated by a significant investment in monitoring capabilities. There is much more to come over the next few years, with plans to deliver an ambitious pipeline of transport projects, working with new and interesting monitoring technologies, and planning and delivery of numerous multi-modal transport schemes.
About the Role
The successful applicants can expect a varied and challenging workload that is commensurate with the job grade. This will include taking ownership of the development and implementation of transport monitoring tasks, including commissioning of surveys, production of monitoring reports, data management and trend analysis.
Key tasks of this post include:
The applicant will have the opportunity to contribute to the exciting plans to expand County’s permanent and temporary monitoring infrastructure. This will involve working with internal and external partners in procurement and delivery of permanent automatic survey sites and working with new technologies such as AI video monitoring. The role will also be part of the team providing in-house capability in the deployment and maintenance of temporary monitoring sites using radar and video technologies.
The successful applicants will have the opportunity to develop their analytical skills, working with large datasets such as mobile phone network data, Sat Nav data and WCC cloud based survey database.
Roles will be mostly office/home working based, with on-site work as needed for specific studies. The post holder will be expected to liaise with colleagues daily and visit the base at Shire Hall on a regular basis. When working on-site the post holder may occasionally be expected to work independently so will need to be confident in lone working, paying particular attention to health & safety practices.
Key skills and experience required
To be successful in these roles you will need to be motivated, creative, organised and willing to take responsibility for the success of your activities. You will need good analytical skills in order to develop detailed understanding of transport problems and to identify, explore and develop data and monitoring solutions. You will need to be an advanced Excel user, able to use spreadsheets to analyse and manipulate complex data. Knowledge and experience of GIS systems (Geographical Information Systems) would be an advantage. As you will be working with and alongside a wide range of internal and external colleagues, partners and clients, you will need to have good interpersonal and communication skills, both written and verbal, and be used to providing technical information to varied audiences.
You should be educated to NVQ Level 4 or have previous experience in transport monitoring or related activities. The successful applicants will be appointed at Engineering Level 2 on a salary appropriate to your current level of qualifications and experience.
