Senior Transport Planner

We have a brand-new role for an experienced, conscientious, precise and accurate individual to join our busy team as a Senior Transport Planner.

This is a varied technical role, with scope to further develop your skills and work with an expert team, using and developing some leading-edge tools. There is scope to make a real difference to the West Midlands community too, as Transport for West Midlands (TfWM) have secured £1 Billion for transport projects via the City Region Sustainable Transport Settlement (CRSTS). The CRSTS programme will see transport improvements across the region; to cross-city bus routes, new rail services and stations, light rail and rapid transit, and active travel and micromobility. You will work on a wide range of schemes, but with a particular focus on the high-profile schemes being delivered through CRSTS.

As a Senior Transport Planner, you will have a crucial role in building business cases, managing key transport modelling tools, and undertaking monitoring and evaluation (M&E). A key requirement of this role will be to work closely with scheme promoters to offer expert technical advice on appraisal and M&E methods and techniques. You will also work closely with the transport planning team, and others in our Policy, Strategy, and Innovation Directorate; with Policy on our long-term Local Transport Plan, with Data Insight Service and Human Intelligence colleagues on the information the team’s work relies on, and with Innovation, and other Directorates responsible for project and service delivery too.

The ideal candidate will be task orientated and a developing specialist within transport planning, with a high level of accuracy.

What you will be doing
• Support the M&E of schemes and programmes to add to an understanding of their outcomes and impacts, informing delivery, and future plans
• Scope and design appropriate research methodologies and scope and supervise data collection activities
• Support in the production and review of M&E reporting and dissemination of findings
• Support in the procurement and management of consultancy services
• Work on forecasting, prioritisation, and appraisal of schemes and programmes in line with national and local guidance and criteria
• Deliver results of prioritisation and appraisal processes in reports and as an input to funding bids
• Add to the research and evidence base around schemes and programmes; for appraisal, but also for the continuing development of policy and strategy
• Contribute to transport planning inputs for related documents in the public domain,
• Support at public and stakeholder consultation events and exercises for schemes and programmes
• Help manage, maintain, operate, update, and develop tools and models used in forecasting, prioritisation, and appraisal, principally PRISM, the West Midlands Strategic Transport Model
• Work with the Transport Planning and Evaluation Manager in specifying, and reviewing, new and additional software and tools for transport planning work
• Contribute to the transport research and evidence base, supporting with primary and secondary data collection, and research and analysis, and feeding into policy statements

About you
• Experience of Monitoring and Evaluation of transport or other infrastructure projects to National Government Standards (Magenta Book)
• Experience of undertaking investment appraisal of transport schemes using the 5 case model (Green Book and DfT TAG)
• Experience of developing successful relationships with partner organisations efficiently aiding the development of schemes
• Knowledge of transport data
• Ability to solve complex technical transport planning issues
• Knowledge of evaluation techniques
• Background in transport planning
