About The Role
This is an exciting opportunity to join our team, as the Council’s EV Programme Manager. You’ll be overseeing the delivery of more than 2,000 new charging points by 2026 as part of our EV Strategy, which is one of London’s most ambitious programmes.
The role will include procuring further operators, managing the delivery programme, communicating benefits to residents, liaising with stakeholders and then evaluating project outcomes to inform next steps.
Managing an EV Project Officer and CAD Technician, and working closely with other colleagues, you’ll have the support you need to ensure the programme is a success.
This is a great opportunity to further develop your EV and programme management experience. In time, there will also be scope for this role to broaden out to include the delivery of other elements of our programme.
About The Team You’ll Be Working In
You’ll be working in the Programme & Strategy team, which sits within the Transport & Parking division. The team is responsible for delivering a number of the council’s strategic transport projects, including the EV Programme, Kerbside Strategy and Parking Strategy. These transformational projects play an important part in delivering the Council’s Corporate Plan and transport objectives. The team also has a divisional Programme Management Office function that helps to manage contracts and monitor performance across the division.
About You

1. You will have excellent knowledge and understanding of best practice in the planning and delivery of electric vehicle charging infrastructure. This will include knowledge of DfT, OLEV and TfL guidance and design requirements. You will also have knowledge of the Council’s statutory duties when developing and designing transport projects. This is a rapidly evolving sector and it will be important that we can respond to innovations in the field.
2. You will have a strong track record of managing successful and complex traffic, transport and/or parking improvements in an urban setting that are delivered on time and to budget. This means having an excellent working understanding of practical risk, financial and performance management techniques. You will have an ability to develop and deliver day to day work programmes/ projects with minimum supervision.
3. You will have developed excellent oral communication and stakeholder engagement skills. This means you have the ability to present information and projects for consideration clearly, concisely and persuasively to a wide range of audiences. You have an open and approachable manner that allows you to engage positively with colleagues, staff reporting to you, stakeholders, partners and residents to drive the delivery of projects successfully.
4. You will have excellent written communication skills. This has been developed through experience in developing reports and briefings for senior decisions makers, presenting these reports for consideration at formal Council committees or other appropriate meetings with minimal managerial oversight. You have an ability to summarise complex proposals into non-technical language and draft clear, concise and accurate content. You have an ability to prepare and submit detailed funding applications to access funding from a variety of external sources. To achieve this you have excellent core ICT skills, with MS Project, Parkmap, CAD and GIS skills also desirable.
5. You will have experience of managing people and contracts to successfully deliver projects. You will have strong interpersonal skills and a positive ‘can do’ attitude that mean you are able to motivate both staff and contractors to maximise project outcomes. You have the confidence to be able to resolve any contract issues or conflicts in a proactive, timely and mutually agreeable manner, or take firm and decisive action when necessary, with support from your line manager.
