As a team leader for the Street Scene Service within the London Borough of Hackney, we are seeking an experienced and talented Design and Engineering Group Engineer to be responsible for the successful delivery of the business objectives of your designated team that will contribute to the achievement of the Mayor’s priorities, Council’s corporate objectives.

We will look to you to create a vision for the team which delivers innovative, cost effective and imaginative solutions which are based on best practice and which deliver high quality, successful and customer focus outcomes.

You will be responsible for the design and implementation of a large programme of traffic management schemes and town centre improvements including: road safety, traffic, public transport, cycling, walking and public realm schemes.

Your knowledge of up to date issues regarding the legislative, policy and procedural frameworks within which the service operates will assist in your responsibilities to act as the main source of highway engineering expertise within the Council. In addition, to be responsible for contributing towards the walking, cycling and public transport elements of the wider Council strategies such as the Sustainable Community Strategy, Council Transport Strategy and Local Implementation Plan.

With your ability to empower and motivate staff to build, learn and contribute to effective team working in a pro-active manner, you will successfully organise and prioritise the workload of the team to meet with service objectives, while managing an extensive and demanding workload in order to meet performance targets.

The ideal candidate will be able to demonstrate leadership skills that motivate and direct the efforts of others towards achievement of excellence in the service’s delivery and have substantial experience to demonstrate their ability in effectively planning and managing projects to a tight deadline with successful outcomes as well as having the ability to:
* Effectively communicate to meet the needs of various service users to negotiate, present evidence or advice in a public forum.
* Develop and/or implement service improvements projects including understanding of Best Value and other quality assurance systems.
* Demonstrate a track record of understanding and implementing technical aspects of the function area, e.g. expertise in Design and Engineering implementation issues.
* To attend meetings or undertake work outside normal working hours e.g. evening meetings.
* Experience of developing teams that takes account of the needs of diverse stakeholder groups.
* Experience of making decisions through the analysis of relevant information and risk assessment.
