At Swindon Borough Council, we want our town to be the best it can be. Our ambitious vision is supported by realistic transformation programmes, with the people of Swindon at their heart. Because that’s who we’re doing it for – the communities and businesses that make our town great. As part of the Council, you’ll support a friendly local authority making decisions with real impact. It’s all for better public services, better processes and a better quality of life, for everyone. Join us, and Swindon will be better with you.
We have a number of fantastic opportunities to lead the place making agenda in Swindon. We are looking for Heads of Service to provide strategic leadership to our planning, transport and regulatory services and expert Service Managers to lead the implementation of our ambitions.
Supporting the Head of Service, you will, through the powers available to the Council, ensure that Swindon’s roads enable the safe and efficient movement of traffic by leading the Transport Policy, Traffic Management and Network Management functions for the Borough.
This role will provide the high-level technical management and oversight of all activities associated with delivering, through Policy, an exemplar and effective transport system for Swindon, its residents, visitors and stakeholders.
Your next role
Being accountable for interpreting, advising and applying national and Corporate guidance you will formulate the Council’s policy and working practices on Transport, Traffic Management and Streetworks activities to identify and prioritise future programmes of work. Critical to this work is the production and updating of the Local Transport Plan and associated policies and strategies that support that strategic direction and deliver positive solutions for the Borough. This includes our commitment to Carbon neutrality.
Your understanding of the wider social, environmental and economic context, in particular the work of England’s Economic Heartland and other pan-regional bodies, the Economic Strategy and the Local Plan, will ensure that the service, under your guidance and leadership, contributes positively to the Council’s desired outcomes, priorities and aspirations.
Holding an appropriate professional qualification and with significant management experience, you will also lead the Council’s contribution towards moving to zero carbon and will lead all aspects of traffic and network management ensuring that activities are appropriately co-ordinated and that elected Members, businesses and residents are informed and involved at the earliest opportunity.
You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”).

So, you’ll be joining us at an exciting time on our journey. We’ll look to you to share your knowledge, influence decisions and drive real, positive change. With your contributions, we’ll achieve our vision of a prosperous, re-vitalised Swindon by 2030 together. And you’ll be proud to say it was made better with you.
