Role overview:
You will be expected to lead a multi-disciplinary team of research and policy specialists, to provide the capacity and capability to successfully deliver TfN’s role as a strategic advisory body, to provide strategy, policy and research deliverables that support the STP’s three ambitions to transform economic performance, rapidly decarbonise our transport network and enhance social inclusion and health benefits.

You will be required to oversee the development of TfN’s research programme to inform our evidence base; and build extensive, impactful networks and relationships, both internally and externally, including local transport authorities, government departments, academic/research institutions, and other local/regional partners and delivery bodies.

As part of the Strategy, Analysis & Communications Directorate Management Team, you will work with three other heads of service (data, analysis & appraisal; stakeholder engagement & communications; and decarbonisation) to deliver a fully integrated function across TfN, which ensures an accurate, comprehensive and robust evidence base, oversees the totality of TfN’s strategy and policy work, and enables effective, consistent communication and engagement with local, regional and national partners. The role will play a key part in leading our regional ‘centre of excellence’ offer for local partners and other sub-national transport bodies.

What we’re looking for:
The successful candidate will be a senior manager with experience in strategy and policy development in transport and/or urban policy. You will possess substantial understanding of the national and regional transport strategy and policy context and managing policy positions in a multi-agency environment as well as having extensive experience of developing complex transport strategies and coordinating the development of pan-organisational, complex business cases/transport proposals.

As an experienced leader, you will be talented in creating positive working climates, establishing clear priorities and ensuring consistent performance improvement.

A track record of dealing with and influencing at the highest levels within and beyond the organisation is essential as is the demonstrated effectiveness in developing and managing complex working relationships with external stakeholders at a national level.

Candidates will possess a Master's degree, similar post-graduate qualification or equivalent experience, as well as a professional qualification, chartered status or equivalent experience.
