About Network Rail and the Department:
Network Rail owns and operates the railway infrastructure in England, Wales and Scotland on behalf of the nation. The System Operator function within Network Rail develops the long term strategy for the rail service in England and Wales. We work with industry partners, Network Rail Regions and departments, passenger and freight organisations to recommend economically and socially sustainable changes to the rail service

About the role:
This is an exciting and broad role enabling interaction with a diverse range of Network Rail staff and external colleagues. As part of the System Operator South team you will work with several Network Rail Regions and a wide range of train operating companies, transport bodies, local authorities and rail user groups. These roles provide an opportunity to work across a variety of strategic activities, and play a critical role in the railway's long-term success. The roles would suit strategic thinkers, and excellent communicators who can build and maintain effective stakeholder relationships and influence the future strategy of the network

Key accountabilities:
• Undertake analysis work for capacity studies and assist in developing train service specifications for assessment by capacity analysis teams.
• Facilitation of multi-department input to the development of strategic advice documents, such as our modular long term (‘CMSP’) studies.
• Assess and understand needs and priorities of stakeholders to make sure that they are being met
• Build effective relationships to enable the identification and consideration of industry requirements that are necessary to form part of an output specification; placing passengers and freight end-users first and at the heart of what we do.
• Work with colleagues to undertake and review business appraisals of complex projects and route strategies. Identify industry benefits of rail capacity changes, such as journey time improvements, new stations etc. Specify and obtain and understand demand forecasts.
• Engage with regional teams to integrate strategic proposals with internal plans to improve rail services.

Job skills, experience and qualifications
Essential

• Analytical skills and numeracy
• Good interpersonal and communication skills
• Experience in working with external stakeholders or customers in a commercial environment
• Proven ability to write reports or studies coherently; convening technical railway information into a concise manner that can be easily understood by funders and clients.

Desirable

• An understanding of Rail Industry and Network Rail’s structure and purpose
• Degree or degree equivalent qualification or relevant transport industry experience
• Knowledge of the social and economic characteristics of the London and the South East Region
• Commercial and financial awareness, including understanding economic trade-off analysis
• Understanding of project management principles and tools.
• Working knowledge of estimating techniques, risk analysis and economic models and tool

Network Rail adheres to a structured pay framework, any salary offered will be within the following pay range: £32,740 – £36,832

Baseline Personnel Security Standard (BPSS) checks require prospective employees of Network Rail to meet the following requirements;

Provide eligibility to work in the UK and identity documentation
