Warrington Borough Council has ambitious plans for growth contained in the Borough’s economic growth framework ‘Warrington Means Business’ and also the recently announced Local Plan and Local Transport Plan consultation processes. Critical to these strategic growth plans is the development and delivery of a range of transport schemes and a bold transport strategy for Warrington.

Warrington is one of the most successful towns in the country, regularly being ranked as one of the best places in the UK for economic performance and quality of life for its residents. This also brings its challenges with traffic congestion being a major issue for the town caused by its high car dependency. This means that there is a clear need for a strong programme of transport improvement schemes and a revised Local Transport Plan which provides the policy basis for a step change improvement in public transport provision. Both of these are essential to support the continued growth of the town

This programme is being taken forward by the Transport for Warrington and Infrastructure Delivery Services within the Authority. We have a significant portfolio of transport schemes the majority of which are currently live, but also have many more planned for delivery over the next five to ten years. These include new highway links, major junction improvements, a new railway station, major investment in parks, waste infrastructure and a varied programme of local highway and environmental improvements. The value of this programme is in excess of £200 million. It is therefore essential that we are able to recruit experienced staff to lead on and support the delivery of the programme, to the highest standards of performance, accountability and quality. This is a unique opportunity to work as part of the team transforming “Warrington New Town” to “Warrington New City”.

We now have two exciting opportunities to work as a Highway Technical Support Officer either within the Transport for Warrington or Infrastructure Delivery Service Business Units that sit within the Economic Regeneration, Growth & Environment Directorate. These are newly created posts to provide support to the development and delivery of a wide range of transport schemes and also the day to day work undertaken by both services.

One of the post holders will work across both the Parking Services and Traffic Management teams providing technical support in both areas. The team functions have a strong emphasis on all areas of parking enforcement and for providing the safe and efficient movement of all users of Warrington’s roads and Public Rights of Way.

The post holder will work closely with the lead officers in each of the teams as well as other colleagues in Transport for Warrington. The main aspects of the work will be to:
• Operate a number of systems set up for processing parking and bus lane contraventions and to assist with the administration of council owned car parks, residents parking zones and staff parking.
• Investigate and respond to request for services, manage systems for recording and tracking responses to enquiries and producing performance information, and supporting processes for efficient work programming.

The successful candidate will have strong communication and IT skills and have an ability to organise workloads around tight deadlines. Previous experience in parking and highways transportation related activities is essential.

The second post available is to work across the whole of the Transport for Warrington and Infrastructure Delivery service areas with an opportunity to provide valuable support to a range of work areas and gain a wide breadth of experience. This post holder will be involved in a wide range of work areas including:
• Support to the development of a revised Local Transport Plan and Local Plan.
• Involvement in public engagement activities for both of these and also on individual transport and infrastructure schemes.
• Provision of support to both business units in the recording of time and financial management information and systems.
• Provision of assistance in the development, design, procurement and supervision of a range of infrastructure projects being delivered by both Service areas and promoted by the Council.
