Transport East is the Sub-National Transport Body for the East of England, led by political and business leaders across Norfolk, Suffolk, Essex, Southend and Thurrock. As an independent partnership, hosted by Suffolk County Council, we are forging closer working with government and delivery agencies to drive forward a better transport system for the East.

Your role:
As Technical Programme Manager within Transport East, you will work with regional and national partners, including the Transport East Forum, politicians, business leaders, senior local authority officers, national delivery agencies and the Department for Transport to manage, lead and deliver a technical and strategic work programme including the completion of a new Transport Strategy and Investment and Delivery Plan for the East of England.

You will:
*plan, procure and programme manage a technical work programme of a value more than £500k, enabling the delivery of key outputs in the Transport East Business Plan
*manage directly and indirectly teams of multi-skilled staff, consultants, and officers from other local authorities or organisations
*have strong knowledge of all aspects of strategic transport, including national transport policy, and act as the liaison with regional partners and the Department for Transport (DfT) on all transport planning technical issues
*evolve your role as circumstances require in response to the rapid pace of change in government policy, and the requirements of the Transport East partnership
*need to be flexible, able to stay calm and in control in the face of competing pressures and complex organisational and system-wide issues and be able to implement solutions and initiatives at pace
*not be alone. As part of the core Transport East Business Unit, you will be an important member of a supportive, motivated and diverse team around you, including the core team and wider Transport East Strategic Officers Group.

Your responsibilities:

You will manage Transport East's technical work programme, deliver strategic transport outputs, and present these outputs to our partners and audience to ensure they are clearly understood and inform better regional and national decision-making for the East of England.

Within this, key responsibilities include:
*leading and managing the delivery of the Transport East technical work programme, as set out in the Transport East Business Plan; including the Transport East Strategy and Investment and Delivery Plan. This includes managing the client-side procurement and work of key specialists, staff and consultants, taking responsibility for high quality transport planning products delivered on time and to budget
*initiating, leading and managing a range of transport strategy outputs (e.g. reports, briefings, think-pieces, partnership projects and presentations) to accelerate better outcomes for people and businesses in the East of England, using your transport strategy expertise and experience to ensure these are of the highest quality
*promoting and representing Transport East at local, regional and national meetings, workshops and events, through presentations and reports to senior leaders and politicians, and regional / national meetings and conferences. You will develop partnerships, synergies and connections that make a difference to the achievement of Transport East's aspirations.

You will need:
*significant professional experience in a transport strategy or planning environment, including experience of leading programme management, with excellent analytical and procurement skills, and experience in leading and managing complex programme teams to deliver their full potential whilst maximising outputs from available resource
*an excellent understanding of how transport infrastructure contributes to the economy and decarbonisation, current thinking on transport and travel solutions, transport and land use planning, and transport strategy development and implementation. As well as good knowledge of national government political and executive structures and processes, and national transport policy
*exemplary communication skills, including interpersonal skills generating engagement at all levels across the region and beyond, and excellent oral and written communication skills, with the ability to present information clearly, concisely and accurately to promote understanding amongst senior audiences (including politicians).

The team:
You will be joining a supportive and agile team of three other core staff, comprising the Strategic Director, Communications Manager and Executive Assistant.

Our team goal is to co-ordinate the Transport East partnership and work with government and other partners to deliver the outputs agreed in our annual Business Plan. The team culture is focused on engagement and achievement. The core team has adopted an agile, flexible and adaptable way of working, tackling challenges together through mutual support, communication, inclusivity and understanding. You will also be part of the Transport East Strategic Officer's Group, a supportive, committed and motivated team of officers from the partner bodies including local authorities, LEPs, Highways England, Network Rail and DfT who guide the work of Transport East.

Travelling requirements for your role:
This organisation positively encourages the use of technology to communicate and engage, but on occasions, there may be a requirement for you to travel using reasonable and suitable means available to you and agreed by the authority.

*This role is funded externally and therefore advertised for one year only. As present, we do not have funding committed beyond one year, however this funding situation will be kept this under review.
