Senior Transport Economist / Transport Planner

Location – Bristol

We are looking for experienced transport economists / transport planners to join the Economics & Business Case (EBC) team in Bristol.  We work on a diverse range of projects and have ambitions to grow.  We’re looking for individuals who are able to take ownership of their work to help deliver projects for local and regional clients such as the West of England Partnership, Wiltshire Council, Hampshire County Council, Marches LTB, as well as national clients including Department for Transport, Network Rail and Highways England.

 

Depending on the level of experience, responsibilities of this role may include, but are not limited to:

  • Helping to identify and develop the right options for local transport schemes across all modes;
  • Making the case for investment: data collation and analysis, scheme assessment including demand and revenue forecasting, and cost-benefit analysis;
  • Establishing regional transport investment priorities through research and assessment of economic impacts from transport interventions and their associated land use changes;
  • Producing documentation of the above to support scheme funding bids or to gain stakeholder support;
  • Presenting findings to internal and external audiences;
  • Leading or assisting with method statements and bidding opportunities; and
  • Supporting local framework contract managers and actively engaging with our local clients in relation to wider transport planning commissions.

 

Our Bristol EBC team is part of Atkins’ national Practice specialised in transport economics and business case making.  Looking at complex projects from every angle, you will help our customers to define and appraise solutions to their transport challenges and deliver optimised business cases.  Working with a mix of local and national clients, our team delivers a range of services as exemplified below:

 

  • Highways and railways – Roads Investment Strategy, A303 Stonehenge Bypass and East West Rail;
  • Bus rapid transit – MetroBus in Bristol;
  • Transport technology projects – case making for intelligent mobility and driverless cars;
  • Support to numerous local clients – from scheme development to preparation for Examination in Public; and
  • Strategy and case making – managing and delivering cutting-edge economic impacts assessment to identify investment priorities and capture land use impacts to support the Midlands Engine for Growth and Northern Powerhouse

  • Dynamic, enthusiastic, proactive and passionate about the relevant field;
  • A relevant professional qualification (or working towards it), e.g. TPP or the Chartered status;
  • Good written and interpersonal communication skills to engage effectively with clients and teams across Atkins;
  • A problem solver with analytical experience and relevant knowledge of transport economic appraisal techniques, tools and guidance;
  • Proficiency in a range of modelling / assessment tools such as TUBA, MORIA, transport models and bespoke spreadsheet modelling;
  • Ability to innovate, keen interest or experience in knowledge sharing;
  • Experience in proposal writing and bid coordination;
  • Proven track record and ability to manage projects successfully, delivering technically excellent projects on time and to budget; and
  • Demonstrable knowledge and appreciation of current transport policy, and the key drivers influencing national and local authority clients.

 

The role is based in Bristol but projects cover a wide variety of locations in the UK and overseas.  For suitable applicants who are particularly interested in working on the local transport market, there may be an opportunity for the individual to be based in Trowbridge with closer involvement in managing one of our local framework contracts.
