The York and North Yorkshire Combined Authority was established in 2024 and is a public sector organisation with the powers and funding to improve transport, support housing delivery, boost skills, grow the economy and help the region transition to net zero. The Mayor also has responsibilities for Policing, Fire and Crime. The York and North Yorkshire Road Safety Partnership brings together organisations responsible for improving road safety across the region. Established in 2004, the Partnership provides a collaborative forum through which partners share expertise, evidence and resources to deliver a coordinated approach to reducing road deaths and serious injuries.

The Opportunity
Every year, people are killed or seriously injured on the roads of York and North Yorkshire. We believe that even one death is too many.

We are seeking an ambitious and influential Road Safety Manager to provide strategic leadership for road safety across York and North Yorkshire. This is a unique opportunity to shape the future of road safety policy, governance and partnership working across one of England's largest regions and its diverse urban, rural and strategic road network.

Reporting to the Director of Transport, you will be the lead strategic road safety specialist for the Combined Authority and the York and North Yorkshire Road Safety Partnership. You will be responsible for developing and overseeing delivery of the Partnership's strategy and action plan, ensuring strong governance arrangements are in place and providing clear oversight and accountability for delivery against agreed priorities.

Working closely with colleagues across the Transport Team, you will also lead on the road safety elements of the Local Transport Plan, helping to ensure that road safety is embedded within wider transport policy, planning and investment decisions.

The role requires close collaboration with a wide range of partners, including North Yorkshire Police, North Yorkshire Fire and Rescue Service, Yorkshire Ambulance Service, City of York Council, North Yorkshire Council, National Highways and other regional and national stakeholders. You will bring partners together around a shared vision, ensure effective governance and scrutiny, monitor performance and help drive meaningful reductions in road deaths and serious injuries.

What You Will Bring

• Experience of developing and delivering evidence-based strategies, policies and programmes in a complex public sector or partnership environment.
• Strong governance and partnership-working skills, with experience of influencing, challenging and supporting senior stakeholders to deliver shared outcomes.
• Experience of implementing and supporting effective governance and meeting structures that drive accountability, informed decision-making and delivery of agreed outcomes.
• Knowledge of transport and road safety policy, including Safe System and Vision Zero approaches.
• Experience of performance management, programme delivery and turning strategy into measurable results.
• Highly effective communicator with strong influencing and engagement skills, capable of building trusted relationships, providing strategic challenge and driving collective action across complex partnership environments
• Strong analytical skills, with the ability to use evidence, insight and data to inform decision-making and influence policy
