Principal Transport Planner: Silvertown Tunnel
We need an expert transport planner to lead the Royal Borough’s input, as Highway Authority, into the Silvertown Tunnel’s development.

This twin-bore road tunnel under the Thames in east London will link Silvertown to the Greenwich Peninsula. The scheme is intended to reduce congestion at the Blackwall Tunnel and open-up East London's cross-river bus network. Site investigations and enabling works are underway, with construction due to start in 2021.

You will be responsible for shaping the way this nationally significant scheme interacts with travel in Royal Greenwich: making sure it works for our residents, businesses, visitors and transport networks.

In June 2019 the Council set an ambitious target to reach net zero carbon emissions by 2030 - 20 years ahead of the national target. The Royal Borough is developing a highly ambitious vision for transport. An attractive, accessible, healthy and sustainable transport network will help make Royal Greenwich a brilliant place to live, work and play – opening-up the great opportunities it offers to all of its residents.

We need the right person to help us ensure the Silvertown Tunnel is developed in a way contributes to making these objectives reality in Royal Greenwich.

This means ensuring all relevant submissions, applications and consultations made by the developer properly consider transport impacts on Royal Greenwich. You will use your expertise and experience to shape the Royal Borough’s response to the development. Your partnership working and organisational skills will help you to bring together other experts across the Transportation division (and coordinate our response with that made by the Royal Borough as Local Planning Authority).

With a project of this magnitude and ambitious targets for Royal Greenwich, we need a knowledgeable, experienced, and collaborative professional to ‘mastermind’ our transport response to this complex project.

This includes:
• Acting as ‘sponsor’ for Silvertown Tunnel development related activity, across Transportation, coordinating the input of other professionals across the division.
• Assessing management plans and other documents submitted by the developer, against the Royal Borough’s policies, national policy, and other relevant guidance.
• Ensuring the requirements and performance standards set out in the Development Consent Order and other legal agreements are met.
• Working closely with the developer and stakeholders to ensure the Tunnel meets Royal Greenwich’s needs.
• Developing a work programme and project management processes to ensure a large and complex series of submissions are responded to efficiently, with the involvement of all internal stakeholders.
• Overseeing the making of agreements required for the undertaking of highway works.
• Working closely with the Royal Borough’s other teams responding to the Tunnel, to deliver a holistic and coordinated overall response.

We are looking for someone experienced in:
• Assessing and responding to major developments and significant infrastructure projects.
• Applying guidance and best practice to development proposals (and related management plans) to ensure they deliver good results.
• Scrutinising technical analyses, forecasts and design proposals.
• Analysing complex data and communicating your conclusions to different audiences (in writing and in person).
• Engaging with a wide range of partners and stakeholders: working collaboratively with other bodies; and representing an organisation in formal settings.
• Managing a complex workload, effectively and independently.
