We currently have a vacancy for an Engagement Officer to join our dedicated Transport Planning and Projects Team, working on the formulation of transport policy and delivering a programme of transformational transport projects across the borough.

This role will manage consultation and engagement activity relating to the Transportation Infrastructure Service’s work programmes. We want to deliver a new integrated and inclusive transport network, developed by people in Rotherham, for people in Rotherham and South Yorkshire. Our transport strategies and plans set out how we hope to achieve this, and to help us we want to consult and engage with all our communities, so we know what people want and need.

Job Overview

Lead, plan, manage, deliver and evaluate complex consultation and engagement programmes related to transport, enabling an extensive range of audiences to shape and influence our projects and programmes.

Manage communications with stakeholders, including written correspondence and face to face meetings.

Produce high-quality, accessible consultation and engagement materials suitable for a range of different audiences and channels, including website copy, e-newsletters, leaflets, display boards, blogs, press releases, maps and stakeholder briefing notes. Tasks include copywriting, proofreading and providing creative direction within brand and best practice consultation and engagement guidelines.

Promote consultation and engagement best practice throughout the team by providing expert advice and support and ensuring compliance with the organisation’s corporate consultation and engagement standards.

Develop excellent relationships with internal and external partners to drive forward projects, mitigate reputational risks and communicate benefits.

Use advanced research techniques to collect, analyse and present consultation and engagement findings and advise elected members, senior managers and programme board members on how best to maximise strategic consultation and engagement opportunities to achieve objectives.

Drive innovation in consultation and engagement activities by developing integrated on- and off-line channels to maximise the reach of consultation and engagement projects and encourage participation among seldom-heard groups.

Support the Transport Programme Manager and Project Managers to coordinate consultation and engagement activity across the organisation and between partners, producing and maintaining a detailed programme of upcoming activity that makes best use of available resources, manages political sensitivities, reputational and legal risk and also enables forward planning of policies / projects / programmes.

Manage a programme and budget of consultation and engagement projects, ensuring value for money is received and return on investment delivered. Negotiate scope and costs, monitor spend and manage external consultants where needed.

Commission, brief and manage external suppliers including, but not limited to, volunteers, consultants, consultation and engagement agencies, communications and creative agencies. Includes negotiating costs and managing performance-related issues, as required.

Generate, collate and present intelligence on the performance of consultation and engagement activity and evaluate outputs to ensure outcomes are achieved and legal obligations are met or exceeded.

Use evaluation insights to shape and develop future activity and to make recommendations to senior managers, elected members and board members.

Copywriting, proof reading, editing, photo/picture/video editing and providing creative direction within brand and best practice consultation and engagement guidelines.

From 1st April 2017 to 31st March 2024 employees paid at Band D and above are subject to a temporary pay reduction of 1.15% spread out by means of a weekly / monthly deduction (dependent on pay frequency) from each pay period over the full financial year. In recognition of implementing this temporary measure, those who experience a pay reduction will be awarded of three additional day’s leave (pro rata for part-time).
