This is an exciting opportunity for a dynamic and results-oriented Transport Project Manager to join our innovative team in the Transport Infrastructure Service. The post holder will be responsible for managing the funding, development and delivery of a range of transport capital projects within the Borough. The projects will be managed from inception through community engagement and outline design phases, and to assist in the management of larger projects.

The Project Manager is responsible for:

• Managing the initial phases of capital projects, including managing initial feasibility, undertaking community engagement and consultation, and managing the preliminary and outline design phases and securing all necessary approvals.
• Supporting the Transport Programme Manager in similar activities on larger projects.
• Working independently and with a high level of creativity within broad instructions and objectives provided by the Transport Programme Manager. This will include drafting complex reports, committee items and briefings for Senior Managers and Members, managing detailed funding applications, project briefs and tender documents.
• Independently make recommendations for action contained in individual projects including balancing of competing needs and priorities.
• Developing and steering own work programme in conjunction with your line manager.
• Managing a large portfolio of projects and to maintain quality management systems to monitor and control contract expenditure and performance against project specifications.
• Managing capital funding applications and all consequent awards and prepare detailed financial returns to internal and external funding agencies.
• Managing consultants and contractors in undertaking technical design and other activities.
• Consistently seek to improve the Council’s community engagement and consultation activities around the relevant projects.
• Co-ordinating and managing where necessary other staff, consultants and contractors on an individual project basis.
• Leading the procurement of specific project related tasks.
• Managing the project budgets, monitoring expenditure and costs and expenditure
• Undertaking any other duties consistent with the level and nature of the post.

From 1st April 2017 to 31st March 2024 employees paid at Band D and above are subject to a temporary pay reduction of 1.15% spread out by means of a weekly / monthly deduction (dependent on pay frequency) from each pay period over the full financial year. In recognition of implementing this temporary measure, those who experience a pay reduction will be awarded of three additional day’s leave (pro rata for part-time).

This post operates under a Career Grade/Grading Assessment Scheme, with starting salary and progression through the grades being linked to experience, qualifications and level of work being undertaken.

This post will have access to the Public Services Network, if successful you will be required to apply for a disclosure of criminal records check at the Basic level (unspent criminal convictions).
