This position requires you to declare any unspent convictions under the Rehabilitation of Offenders Act 1974 (Exemptions Order 1975), where prompted to do so within in the application process. You are not required to disclose any spent convictions.

The Council delivers the majority of highways services through a fully integrated Highway Services Contract, the scope of which covers maintenance and improvement works. The contract is managed and audited by the Client Commissioning Team who work collaboratively with the service provider to deliver excellent services that put the residents of Cheshire East and highway users first.  

The Council has established a position in the client commissioning team for a Quantity Surveyor and are looking to fill the post with a person who enjoys a challenge and relishes the opportunity to work collaboratively with others to manage and develop the existing systems.

As the Contract Quantity Surveyor, you will be responsible for the sound financial assessment and contract administration of the Highway Service Contract, to ensure correct timely payment to the providers and the delivery of an efficient highway service for the Council and residents of Cheshire East. 

Working closely with the other members of the Commissioning Team and Service Provider, you will focus on the development and implementation of an audit regime for the open book target cost system.  This is essential to ensure the providers financial and commercial performance is monitored and managed to help facilitate delivery of an excellent Highways Service that delivers best value against the Council’s outcomes.

With your specialist knowledge of commercial and contract management practice you will manage regular robust financial and commercial audit reviews, assess and agree target cost and value engineering proposals that will help ensure we deliver continual service improvement.

You will have a professional and confident approach and the ability to work under pressure. You will have the skills and experience to convey complex information to a wide range of audiences.  Your excellent communication skills will enable you to develop collaborative working relationships with the team and Service Provider.
