Salary: £45,432 to £53,004 per annum

Transport for the North is England’s first Sub-National Transport Body, formed to transform the transport system across the North of England, providing the infrastructure needed to drive economic growth.

As a partnership, we bring together the North’s nineteen local transport authorities and business leaders, together with Network Rail, Highways England, and HS2 Ltd and working with Central Government, and enable the North to speak with one voice on the transport infrastructure investment needed to drive transformational growth and rebalance the UK economy.

Based across the North, with offices in Manchester and Leeds, we are proud to work in an agile manner and support colleagues working within local transport bodies, across the North.

TfN will not replace or replicate the work of existing local transport bodies, but will add strategic value by ensuring that funding and strategy decisions about transport in the North (including working towards a world class rail network for the North) improving passenger’s journeys with better times frequency and capacity, all of which are informed by local knowledge and requirements, and facilitated by powers drown down from central government.

Working in partnership with the Department for Transport through the Rail North Partnership team, TfN now manages the Northern railway franchises.

Through the Northern and TransPennine Express franchises, we have secured investment in new and refurbished trains, enhanced station facilities and faster and more frequent services. By 2020 this will enable 40,000 more train passengers to travel each day and 2000 more train services to be operated every week including improved Sunday services by 2019.

The Northern and TransPennine Express rail services run through 25 local authority areas, including the 19 authorities that sit on the partnership board of Transport for the North. With an ambitious development plan, we now are looking for a strong, ambitious invested individual, in support of our Long-Term strategy.

Transport for the North, is looking to recruit the following role:

The primary purpose of this role will be to manage the delivery/control of large and complex programmes of work, working with senior internal/external stakeholders and partners to ensure delivery against project needs and objectives.

The post-holder will be responsible for managing and negotiating major contract changes to both the Northern and TransPennine Express franchisees on behalf of DfT and Transport for The North (TfN).

The successful candidate will be accountable for the effective development of the business case for the major contract changes, and lead the commercial negotiations and necessary legal changes to the Franchise Agreement and Franchise Financial Models.

What we’re looking for:
The successful candidate will be educated to degree level in a related subject or equivalent, or possess an equivalent professional qualification.

A major part of this role will be a reliance on your demonstrable experience in developing and evaluating business cases for major commercial change, supported by your elevated level of rail industry commercial awareness, and ability to develop credible influential relationships, commercial realisation and strategic drivers, with industry leaders at executive level, to deliver improvements for passengers.

Being a subject matter expert in programme and project management, with an ability to compile clear and concise technical and non-technical reports for a range of political, professional and lay-person audiences, is also a key part of this role.

Substantial knowledge and experience in the transport industry, with deep specialist knowledge in the Rail Franchise service area, you must also possess a level financial awareness and previous knowledge of cost control.
